Desiya Makkal Sakthi Katchi studies corruption in all Departments || Took up a study on Corruption in Highways Department
Chennai, August 26, 2021: At a Press meet today, M.L.Ravi, President, Desiya Makkal Sakthi Katchi brought out a detailed report 'நெடுஞ்சாலைத்துறையின் கருப்புப் பக்கங்கள் ஒரு வெள்ளை அறிக்கை' highligting the corruption in the highways department.

Desiya Makkal Sakthi Katchi a party run in the principles shown by Perundhalaivar Kamarajar, Former President Abdul Kalam and Dr.Udhayamurthi. The party thoroughly convinced that the corruption damages the nation heavily. The leaders of the masses should show the way to the Government servants by leading a simple and honest life.
1. Wrong data were followed for preparing estimates with bad intention of inflating the estimates
2. Though it is claimed that online tender is followed, tender documents are collected in person by the tender authorities to help the powerful contractors bag the tender
3. The Powerful contractors have been helped by fabricating the Departmental
accounts
4. The Estimates have been prepared after picking up contractors and estimates are prepared to suit their qualification like experience
5. The Package system of tender has paved the way of syndicating among the contractors because there are no guidelines fixed for this package tenders
The Highways Department lost few crores in the last 10 years because of these malpractices. The present Government did not bring out these irregularities due to unknown reasons. The Desiya Makkal Sakthi Katchi has discharged this duty sincerely. It these wrongs are allowed, the Government cannot repay Rs.5 Lakh loan and usher in economic recovery.
To control Corruption the following actions are required immediately:
A detailed report 'நெடுஞ்சாலைத்துறையின் கருப்புப் பக்கங்கள் ஒரு வெள்ளை அறிக்கை' has been issued by the Desiya Makkal Sakthi Katchi with the hope that the Chief Minister and Minister of the new Government will take action and an objective the public should know what has happened.
தேசிய மக்கள் சக்தி கட்சி அனுப்பியுள்ள புகார்கள் :
1)புதுக்கோட்டை பேயாடிக்கோட்டையில் முதலமைச்சர் பாலம் திறந்த நான்கு மாதங்களில் பழுது. பெயரளவுக்கு பொறியாளர்கள் மீது நடவடிக்கை எடுக்கப்பட்டது. விசாரணை அதிகாரி
பொறியாளர்கள் மீது தவறு இல்லை என்று எழுதி கொடுத்துவிட்டார். லஞ்ச ஒழிப்புத் துறைக்கு எங்கள் கட்சி புகார் அனுப்பியும் நடவடிக்கை எடுக்காததால் மதுரை நீதி மன்றத்தில் வழக்கு தொடர்ந்தோம். அதன் பிறகு ஐ.ஐ.டி-யிலிருந்து அறிக்கை பெற்றனர். அறிக்கையில், வேலையில் தரம் இல்லை என்று ஐ.ஐ.டி சொல்லியிருக்கிறது.
2)மேலும் தஞ்சாவூர், காஞ்சிபுரம், பொன்னேரி பாலங்களில் பழுது தொடர்பாகவும் புகார் அனுப்பியுள்ளோம்.
3)கோயம்புத்தூர் உக்கடம் பாலம் பொள்ளாச்சி - பாலக்காடு சாலைகள் சந்திப்பு வரை அமைக்க
அரசு நிர்வாக ஒப்புதல் கொடுத்தது. ஆனால் கரும்புக்கடை வரை மட்டும் கட்ட ஒப்பந்தம் ஏற்படுத்தப்பட்டது. ஒப்பந்ததாரர் கரும்புக்கடையில் சாய்மானத்திற்குப் பதிலாக அதே நீளத்திற்கு பாலத்தைக் கட்டி ஒப்பந்த விதிகளை மீறி வேலை நடந்திருக்கிறது. இந்த பாலத்தின் விரிவாக்க வேலையின் (பொள்ளாச்சி - பாலக்காடு சாலைகள் சந்திப்பு வரை) ஆன்லைன் டெண்டரில் முறைகேடு நடந்துள்ளது. இது சம்பந்தமாக புகார் அனுப்பியுள்ளோம். இதன் மீது நடவடிக்கை எடுக்காததால் விரைவில் நீதிமன்றத்தில் வழக்கு தொடுக்கவுள்ளோம்.
4. கோயம்புத்தூர் நகரத்தில் அவினாசி சாலை 1200 கோடி மதிப்பில் பாலவேலையை இன்னாருக்குத்தான் கொடுக்க முடிவெடுத்திருக்கிறார்கள் என்று ஒப்பந்தம் தருவதற்கு முன்பே புகார் அனுப்பினோம். எங்கள் புகாரில் தெரிவித்திருந்தபடியே நாங்கள் குறிப்பிட்டிருந்த ஒப்பந்ததாரருக்குதான் ஒப்பந்தத்தை கொடுத்தார்கள்.
5. தென்காசியில் டெண்டர் முடிவு செய்வதற்கு முன்பே 20 கோடி ரூபாய் வேலையை டெண்டர் முடிவு செய்யாமலும் ஒப்பந்தம் ஏற்படுத்தாமலும் ஒரு ஒப்பந்ததாரரை வைத்து பாதி வேலை முடித்து விட்டார்கள். இது தொடர்பாகவும் புகார் அனுப்பியுள்ளோம். முறைகேட்டிற்குப் பொறுப்பான கண்காணிப்புப்பொறியாளர் மீது இதுவரை நடவடிக்கை எடுக்கவில்லை.
6)TNPSC தேர்வில் நடந்த முறைகேடு போலவே நெடுஞ்சாலைத்துறை கோட்டக்கணக்கர்கள் தேர்வில் பணியாளர்கள் முறைகேட்டில் ஈடுபட்டதாக Accountant General தெரிவித்தபின்பும் அவர்கள் மீது ஒழுங்கு நடவடிக்கை எடுக்கவில்லை. தேசிய மக்கள் சக்தி கட்சி உயர்நீதி மன்றத்தில் வழக்கு தொடர்ந்ததும் இப்போது நடவடிக்கை எடுத்துள்ளார்கள். வழக்கு நிலுவையில் உள்ளது.
இது போன்று பல புகார்கள் அனுப்பியும், நெடுஞ்சாலைத்துறை முதலமைச்சரின் நேரடி கட்டுப்பாட்டில் இருந்ததால் எந்த நடவடிக்கையும் எடுப்பதற்கு எந்த அதிகாரியும் முன்வரவில்லை. ஆகவே ஊழல் ஒவ்வொரு நாளும் வளர்ந்து கொண்டே போனது. நடவடிக்கை எடுத்திருந்தால் பல முறைகேடுகளை தொடக்கத்திலேயே தடுத்து நிறுத்தியிருக்கலாம்.
