IADVL Tamil Nadu Welcomes Government Order Regulating Aesthetic and Hair Transplant Clinics; Calls for Crackdown on Quackery
Chennai, March 10, 2026: The Indian Association of Dermatologists, Venereologists and Leprologists (IADVL) – Tamil Nadu State Branch has welcomed the Tamil Nadu Government’s landmark order regulating aesthetic and hair transplant clinics, while urging strict action against unauthorized medical practice.
Addressing a press meet at the Chennai Press Club, Prof. Dr. P. Kaviarasan, President of IADVL Tamil Nadu, along with Honorary Secretary Dr. Premkumar, Treasurer Dr. Arulreja, and Dr. Karthikraja of the Anti-Quackery Committee, highlighted the importance of G.O. (Ms) No. 41 issued by the Health and Family Welfare Department on February 13, 2026.

The Government Order brings hair transplant, aesthetic, and cosmetology clinics under the Tamil Nadu Clinical Establishments Act, in line with National Medical Commission guidelines issued in September 2022. The order mandates registration of all such clinics and specifies that hair transplant procedures must be performed only by qualified dermatologists or MCh plastic surgeons. Clinics are also required to maintain proper operation theatre standards, emergency equipment, and anesthetist support to ensure patient safety.
IADVL Tamil Nadu expressed serious concern over unauthorized individuals such as physiotherapists, makeup artists, and cosmetology salons performing medical procedures including laser treatments, injectables, dermatosurgery, hair transplants, and ear-lobe repairs. The association stressed that these are specialized allopathy-based procedures that require formal postgraduate medical training and warned that allowing unqualified practitioners amounts to medical quackery and poses serious risks to public health.
The association thanked Chief Minister M.K. Stalin, Deputy Chief Minister Udhayanidhi Stalin, Health Minister Ma. Subramanian, and senior health officials for their leadership in issuing the order. It also urged the government to widely publicize the regulation to create awareness among the public.
As part of its public advisory, IADVL Tamil Nadu recommended that people seek skin, hair, and aesthetic treatments only from qualified dermatologists registered with the National Medical Commission or the State Medical Council. The association also called for restrictions on social media influencer marketing for skin and hair products and a ban on advertising aesthetic procedures on platforms such as Instagram and YouTube.
